Stichting “Global Rights Compliance Foundation”
Stichting «Global Rights Compliance Foundation» (GRC) (Associate Member since 26 May 2026) — ) is an international legal foundation whose mission is to promote access to justice for individuals and communities through the innovative application of international law. GRC has been working in Ukraine since 2015, providing expert support in the documentation, investigation, and prosecution of international crimes, including crimes against children and crimes affecting children.
GRC is a member of the Atrocity Crimes Advisory Group (ACA) for Ukraine and collaborates with government authorities, the Office of the Prosecutor General, law enforcement agencies, courts, international partners, and civil society organizations. The organization combines legal expertise with practical field experience to support national and international efforts to ensure accountability for the most serious international crimes committed in the context of Russia’s war against Ukraine.
One of GRC’s key areas of work in Ukraine is the development of child-friendly justice and strengthening the capacity of the criminal justice system to respond to crimes against children and crimes affecting children in a victim-centered, child-sensitive, and trauma-informed manner. Since 2023, GRC’s Child Justice Team, operating within the ACA framework, has been supporting the Department for the Protection of Children’s Interests and Combating Domestic Violence of the Office of the Prosecutor General in criminal proceedings against those bearing the greatest responsibility for crimes against children and crimes affecting children. The team also supports the implementation of comprehensive and standardized child-friendly approaches to investigating these crimes.
Through the Mobile Child Justice Team project, implemented with the support of the European Union as part of the initiative “Support to the Investigation and Prosecution of Atrocity Crimes in Ukraine,” GRC has prepared legal opinions and analytical materials to strengthen internal procedures for building criminal cases related to crimes against children and crimes affecting children, with a particular focus on political and military leadership accountability.
The team also actively develops operational plans, standard operating procedures, and practical tools aimed at institutionalizing standardized and child-centered investigation and prosecution processes. In particular, the team developed the Strategic Action Plan for the Investigation and Prosecution of Conflict-Related Crimes Against and Affecting Children for the Office of the Prosecutor General.
In addition, the team developed a Best Interests Assessment Procedure, the primary purpose of which is to provide a clear mechanism for ensuring that, within criminal proceedings, a child’s right to have their best interests treated as a primary consideration in all actions concerning them is fully respected.
Within the framework of the MATRA-Ukraine Project “Strengthening Ukraine’s Capacity to Investigate and Prosecute International Crimes,” GRC developed methodological materials and conducted activities aimed at integrating child-friendly justice principles into the investigation and prosecution of international crimes.
In 2026, GRC also launched a new European Union-funded project, “No Child Will Be Forgotten.” The project seeks to strengthen Ukraine’s child protection and justice ecosystem in response to the unlawful abduction, forcible transfer, and deportation of Ukrainian children. Through this initiative, GRC promotes practical tools, recommendations, and skills necessary for the systematic application of child-sensitive and trauma-informed approaches in documentation, investigation, and judicial processes. The project also supports advocacy, protection, and justice initiatives where critical gaps or urgent needs exist.
Through its work, GRC seeks to ensure that accountability for international crimes is not pursued at the expense of children’s safety, dignity, and well-being. Instead, it aims to strengthen a justice system capable of listening to children, considering their best interests, and ensuring effective protection and reintegration, recognizing that these are all essential components of a comprehensive child protection system.
